I’ve often said that the quality of an education system cannot exceed the quality of its teachers. How, then, do teachers become really good at their jobs? One important way is by learning from one another – across classes, across schools, and yes, even across countries. That’s why the OECD is a knowledge partner of the 2017 Qudwa Global Teachers’ Forum, which is being held in Abu Dhabi on 7 and 8 October. The Forum is bringing together more than 900 teachers from 83 countries to discuss “Teaching for Tomorrow”.

The focus of the forum couldn’t be more timely. According to reports by the World Economic Forum, one-third of the skillsets required to perform today’s jobs will be entirely redundant by 2020. And experts assert that nearly two-thirds of children entering primary school today will end up working in jobs that do not yet exist. The dilemma for teachers is that the kinds of things that are easiest to teach and easiest to test, are precisely the things that are also easy to digitise, automate and outsource. If we want to educate students for their future, rather than for our past, we need to better understand the future and what it implies for teaching today.

“Qudwa” is the Arabic word for “role model”. Teachers are role models for their students, and they can also be leaders in their communities. They need to learn how best to prepare children for living and working in this new, highly digitised world so that tomorrow’s communities are cohesive and productive. We know so much more about what makes for effective teaching; and we now have the tools to amplify and share this knowledge so that we can develop a global network of change leaders.

Participants at the forum will be sharing information and exchanging their views about the most effective teaching strategies, using technology in the classroom, making schools more inclusive, and engaging with parents, among many other topics. Most of the discussions will be based on data collected by the OECD: a strong foundation on which a high-quality teaching force – and thus high-quality education systems – can be built. Like all of us, teachers need inspiration to perform at their best; I’m certain they will find lots of it in Abu Dhabi this weekend.

Adults who lack basic skills – literacy and numeracy – are penalised both in professional and private life. They are more likely to be unemployed or in precarious jobs, earn lower wages, have more health issues, trust others less, and engage less often in community life and democratic processes.

Basic skills are not complicated. What we measure in the OECD Survey of Adult Skills is the ability to process the information needed to perform everyday tasks – to read the instructions on a bottle of aspirin or to know how many litres of petrol are needed to fill the tank.

In Australia, around three million working-age adults – one in five – currently have low basic skills and are living with the consequences. And if Australia doesn’t tackle this problem, it risks being left behind by countries investing more successfully in the skills of their people, especially in a world where work is undergoing a rapid technology-driven change and people have to adapt to new circumstances (See figure).

This back-to-school moment is a great time to grab a few minutes with Andreas Schleicher, head of the Directorate for Education and Skills, to get his thoughts about preparing for – and succeeding in – the school year ahead.

In our Facebook LIVE interview yesterday, he said that “there’s always something interesting happening in school”, and suggested that students “think beyond grades – to life”. Schleicher said of teaching that “there’s probably no tougher job today”.

What is common to the best-performing countries in PISA? According to Schleicher, these countries “believe in the future more than in consumption today; they make an investment in education”; “they believe in the success of every child”; and “they can attract the most talented teachers to the most challenging classrooms”.

We also talked about student anxiety, class size, homework and the kinds of skills students today need to acquire.

Schleicher also hinted at some interesting data, to be published next Tuesday in Education at a Glance 2017, on who studies what, and what that means for employment and earnings later on.

Moving from the world of school to the world of work is one of the most dramatic changes in the lives of young people. And for many youngsters this transition does not go smoothly. Spells of frictional or longer-term unemployment, job insecurity because of low-paid or temporary contracts, and the uncertainties associated with starting to live autonomously produce a challenging phase in young people’s lives. The most vulnerable people are those who fall between the two systems: the so-called NEETs (not in employment, education or training), who are no longer in school and are either unemployed or inactive. Some 6% of 15-19 year-olds in OECD countries – in other words, half of those of that age who have left school, or around 5 million young people – are NEET.

Interview with Oley Dibba-Wadda, Executive Secretary of the Association for the Development of Education in Africa (ADEA) 

Marilyn Achiron: What do you consider to be the greatest challenge facing African youth today? 

Oley Dibba-Wadda: The challenge that youth are facing, first and foremost, is skills for employability. It is a fundamental issue. What we have realised in education is that going to school has not necessarily translated into quality learning. The learning being taught in schools does not resonate with the current job market. Then there is the issue of financing capital investment for youth who want to go outside of the formal employment system, to go into small and medium enterprises, to go into agriculture, to start their own little businesses.

MA: Do you feel that these challenges are qualitatively different from the challenges facing youth in Europe or America right now?

OD-W: I don’t think they’re qualitatively different. Youth in Europe have better opportunities; but the mindset, the needs, the wants, the thinking, the aspirations are the same. There are better opportunities here [in Europe] than on the African continent, and for me, that’s what the difference is.
All youth are asking for is opportunities, opportunities, opportunities. They know what they want, they know where they want to go, they know how to get there. What they’re challenged with is the financing to do what they want to do, and to have youth champions: adults in influential positions who can be champions to advocate for [them]. Youth want agency: they want to be able to do things the way they want to. We keep saying “they are the future”. They’re not the future; they are the present. We need to acknowledge and appreciate that.

MA: What would be needed to improve the alignment between what students are learning in school and what the labour market demands?

OD-W: First of all, we have to appreciate that the African continent is very diverse. The education system in Francophone West Africa is completely different from the education system in Francophone Central Africa; the education system in Anglophone West Africa is different from that in Anglophone East Africa. We need to contextualise each system of education. What type of education is required? What I was taught when I was going to school was education for a white-collar job: going to school, holding a briefcase, having a suit and tie. That’s what we were trying to instil in our own children, and that’s what [today’s youth] is thinking. What we need is a paradigm shift of mindset to get our kids to look at being self-employed, to start thinking outside of the box, to start learning to do, learning to be more innovative. But also to learn to find jobs that resonate with their interests.

I mentor a lot of youth in Africa, and one thing that comes up is not just the issue of hard skills for employment and employability, but soft, emotional life-skills, such as the ability to speak in public, to express themselves, to read and write basics… to be able to take risks and jump, to express themselves, to feel motivated and inspired. A+ students might not be able to prepare themselves for the world of work because they lack self-esteem, they do not have the confidence to be assertive, to ask questions.

MA: Is that something that can be taught in school?

OD-W: It should be; it has not been done. Our education systems are preparing our youth for examinations; they are not preparing them for work.

MA: As the head of a pan-African organisation, how do you hope to shape each individual country’s approach towards education?

OD-W: Our role is to engage more with policy makers. We do not implement activities, per se; we engage at a higher political level. We engage with the policy makers, ministers, heads of state, the permanent secretaries, administrators within the ministries of education. ADEA also provides capacity-building support to these ministries on best practices. So we say, for example, to a country like Angola: “Rwanda is doing something fantastic. You may want to go there and explore what they’re doing and see how you can adapt that to your context” because the environments are different; you cannot cut-and-paste. We also explore what is happening in other parts of the world. Finland has a very good education system. We engage with the minister in an African country and encourage the minister to go and do a study tour in Finland.

MA: Do you feel that African countries can learn lessons from countries in other parts of the world, and vice versa?

OD-W: They can and they could and they should. But what they shouldn’t be doing is transferring the same model from there and expecting it to work. We have a lot of donor agencies and partners who come in and say “We’re interested in supporting early childhood education; this is something we have done in South America and we want to do it in a particular country in Africa”. And we just take that model and do it because there is money attached to it. So what we have been doing in Africa is following the money, rather than using our own blueprint and saying, “You have this plan, but this is what we feel would be beneficial to us.”

We need to encourage our countries not to follow the money, but to have their own blueprint and then go out and invite [assistance from outside countries]. What we’re trying to think of now at ADEA is how to get countries to take responsibility for education as a global public good….ADEA is trying to engage with all stakeholders, both within the African continent and outside, to set up an African education fund [the African Development Bank is supporting a feasibility study for this fund]. There are so many funds out there that are being used for education in Africa and it’s just not working. So if we have an African education fund that is managed for Africans, by Africans, and [countries] take responsibility for this, then they can invite other stakeholders to contribute money so we can create an education system for Africans that resonates with the current state of the job market…If we continue to have funding coming from the outside, of course: he who pays the piper determines the tune. That’s what we are struggling with now.

Developing human capital is an integral part of economic growth and social progress. Mature, developed economies in Europe, North America and Australasia expanded their education and skills systems mainly after the Second World War in a context of unbridled economic prosperity and the modernisation of their social and political institutions. The conditions were favourable for increasing the share of tertiary-educated workers, ensuring that upper secondary education gradually became the minimum level of educational achievement for large parts of the population, and for reducing the numbers of people without an upper secondary education. These countries also benefitted from the luxury of time. It took OECD countries 30 years, on average, to halve the share of people without an upper secondary education – from 32% among current 55-64 year-olds to 16% among 25-34 year-olds.

Conditions have not been as auspicious elsewhere. Consider Latin America. As shown in the chart above – taken from the most recent Education Indicators in Focus brief on educational attainment and investment in education in Ibero-American countries – the progress made in Chile, Colombia and Brazil between the two generations, separated by the same 30 years, is more than double the OECD average. In contrast, over 50% of 25-34 year-olds in both Costa Rica and Mexico lack an upper secondary education.

The chart also offers a comparison with Spain and Portugal, with which these Latin American countries share language, history and culture. Despite their location on the European continent and their integration in the European Union, both countries do not compare favourably with their counterparts in the Ibero-American world. Still, over the past 30 years, Portugal has made impressive progress in catching up to attainment levels observed in most other European countries.

These achievements are remarkable; but the obvious question is: has this change in educational attainment been matched with a similar rise in skills? Put another way: has the quality of education and learning outcomes been maintained during a time of massive expansion? As shown by the latest results from the Survey of Adult Skills for Chile – the only Ibero-American country that participated in the survey apart from Spain – 25-34 year-olds scored around 50 points higher in literacy then 55-64 year-olds did – a significant difference that is also larger than that observed in most other participating countries. However, the level of literacy proficiency remains relatively low. The younger cohort scored around 235 points, on average, on the literacy scale, while the OECD average score is around 280 points. Even with an educational attainment level close to the OECD average, the actual level of literacy skills among these younger adults is significantly lower than the OECD average. Chilean 16-24 year-olds who have upper secondary education or who are still in education scored around 235 points in literacy – which is far below all of the other participating countries and economies, except Jakarta in Indonesia.

Even if limited to one country, these data suggest that achieving impressive growth in educational attainment in emerging Latin American countries is not sufficient – and, in fact, can be deceptive. The real challenge is to improve the quality of education so that young people leave the system equipped with the skills that their economies and societies need to foster sustainable progress. The scores on the PISA 2015 reading assessment (which measures the skills of 15-year-olds) for Colombia (425 points), Mexico (423 points) and Brazil (407 points) – all well below the score for Chile (459 points) – suggest that the challenges implicit in maintaining quality are even greater among those other emerging Latin American countries.

The shift in focus from access and attainment to quality of learning embodied in the 2030 Sustainable Development Goal for education, agreed upon by the whole world, is thus very timely and much needed. The emerging economies of the world, and the developing countries in their wake, should do more than just bridge the gap with the developed world in formal education levels; they should ensure that young adults emerge from their education systems with skills that matter. The price to be paid for neglecting this political imperative is disillusion among young people when their qualifications do not deliver on their promises, and ultimately stalled economic growth and thwarted social progress.

Last night I got a taxi home and as often happens, the driver and I got chatting. Then he asked me a rather strange question – “Do you like the smell in my car?” Well, I have to say the smell was a very subtle one but it led to a fascinating conversation. 

With some pride, he told me that he was trying out a new product for cleaning car interiors developed by a friend of his. His friend already had his own business selling these products and then came the big surprise – this friend is only 17 years old. But isn’t he still in school? I asked. Yes of course, he was doing a professional baccalaureate (a vocational programme here in France).

This talented young man, who was smart enough to have skipped a class in primary school, had a passion for chemistry and had been doing experiments – more or less successfully -- in his mother’s kitchen from a young age. So why had he chosen a professional baccalaureate? Apparently, he wanted hands-on learning, get practical experience and develop the skills that would help him succeed in his business ventures.

It’s not often that a taxi gets me home too quickly, but I ran out of time to ask more questions. It’s always great to hear stories about young people discovering their talent, finding an education pathway that supports them in following their passion and gaining the skills to succeed in life. So I’m looking forward to hearing many more success stories that show young people and adults how you too can “discover your talent!” during European Vocational Skills Week 2016, which runs from 5-9 December 2016. 

Why focus on vocational skills? In a changing and more competitive job market, Vocational Education and Training (VET) delivers specific skills and knowledge for the jobs of today and tomorrow, leading to great careers and good life prospects. Pursuing VET can lead to quality employment, an entrepreneurial mind-set, attractive and challenging careers, and opportunities for continuous upskilling and reskilling.

Sometime in the coming years I expect to hear about a successful young entrepreneur putting innovative cleaning products on supermarket shelves and I’ll remember how vocational education and training helped him discover and develop his talent and gave him the skills to succeed.

Employer engagement in education and training has become a hot topic for policy makers and practitioners around the world. Over recent years, Governments and other stakeholders have invested significant resource in promoting and enabling closer links between employers and schools, colleges, universities and training providers.

Policy objectives have included:

• Tackling skills shortage/skills mismatch
• Improving youth skills relevant to dynamic labour market demand
• Harnessing community resources to improve attainment
• Putting coherent pathways in place for young people moving through educational and training provision
• Addressing inequalities in outcomes, promoting social mobility and challenging gender stereotyping.

The OECD has looked at the question of employer engagement from the perspectives of skills provision Learning for Jobs, gender inequality The ABC of Gender Equality in Education and currently with specific emphasis on careers provision and school-to-work transitions within projects such as Skills Beyond School and Work-based Learning in Vocational Education and Training. The EU has funded work connecting schools with STEM industries as part of a strategy to tackle skills shortages Ingenious  and CEDEFOP and the Inter-American Development Bank have explored the relationship in terms of skills mismatch and youth demand for vocational training. The World Bank has looked at connections between classrooms and workplaces in terms of enterprise education, exploring ways to encourage and enable entrepreneurialism particularly in developing countries. UNESCO and the International Labor Organisation have focused particularly on the theme from the perspective of youth employment.

In England, the Department for Education has looked to secondary schools to integrate employer engagement within careers provision; and, in response to the Wolf report, embedded employer links as a core element of 16-19 provision in schools and colleges, particularly to enrich vocational delivery and enhance pupil preparation for employment. Similar steps have been made in Scotland’s Youth Employment Strategy and the actions of the governments in Wales and Northern Ireland. Employers are seen as central to the future of apprenticeship programmes for young people and adults alike.

In sponsoring University Technical Colleges and Studio Schools in England, the Department for Education has supported new institutional models designed to enable profound employer engagement across the curriculum. Around the world, employer engagement has become a mainstream element of educational and training provision – with significant practice in Australia, Germany, the Netherlands, New Zealand, Qatar, Saudi Arabia, South Korea, Switzerland and the United States.

Two upcoming events will offer a timely opportunity for closing the gap between education and employment:

On 29 and 30 June the Skills Summit in Bergen Norway, will convene ministers with responsibility for a range of skills-relevant portfolios, including education, employment, economic development, regional policy and government co-ordination. Drawing on this wide range of perspectives, The Skills Summit 2016 will provide Ministers with an opportunity to discuss the benefits and challenges of building effective whole-of-government and whole-of-society skills strategies, while at the same time providing a forum to exchange views on how best to maximize countries' skills potential to boost productivity, innovation and social inclusion.

Next month sees an unprecedented coming together of researchers, policy makers and practitioners at the international Conference on Employer Engagement in Education and Training held in London on 21 and 22 July, with the participation of OECD Director for Education and Skills, Andreas Schleicher, and Senior Policy Analyst Simon Field. This conference aims to take stock of the best quality research exploring the impact and delivery of employer engagement in education and training in order to understand the implications for effective, efficient and equitable policy and practice.

Today policy makers, employer and employee representatives have different considerations in mind, but the dynamics of costs and benefits matter just as much. Those dynamics need to be built into the design of apprenticeships and other work-based learning to make it attractive to both employers and learners. A new OECD study funded by the UK Commission for Employment and Skills, entitled Work, train, win: Work-based learning design and management for productivity gains casts a spotlight on these issues.

At the beginning of work-based learning programmes employers make an investment. This pays off later on when, after receiving high quality training, skilled trainees achieve higher productivity and contribute to production. That final period when trainees are more productive than they cost is essential, as it helps employers recoup their initial costs. But if it is too long, then trainees will find it unattractive. Of course, not all occupations are the same. For example an apprentice in retail can quickly become productive so a work-based learning scheme for this occupation should be shorter, while a person training to be an industrial mechanic typically needs more time to become competent at their job and longer duration would be appropriate.

What exactly trainees do while in the workplace also affects the balance of costs and benefits for both parties. A restaurant benefits both when an apprentice cook peels potatoes (unskilled work) and when they bake a soufflé (skilled work), but gains no immediate benefits when the would-be cook is doing practice exercises that are non-productive, even though they are developing their skills. The good news is that there is often room to build learning into productive work, in ways that benefit the firms and are neutral for the trainees. For example, after observing their supervisor a trainee might practice the skill either through simulations or by doing real work. They improve their skills either way, but doing real work also generates benefits for the firm. Indeed research found that German firms with apprentices reduced the share of non-productive activities by half between 2000 and 2007, and increased the share of productive work – and they did that while maintaining training quality.

The scope for learning through productive work does vary across occupations. An apprentice cook can have a go at their first beurre blanc on day one, but a would-be electrician must undertake substantial training before touching the wires. But whenever possible, learning should take place as part of productive activities and rigorous assessments at the end of the scheme can verify that learning has taken place – if an apprentice electrician is able to correctly install a branch circuit in front of an examiner, there will be no doubt about it.

Putting this into practice requires management capacity within firms, so that they can allocate trainees and supervisors to tasks that meet the twin goals of learning and production. In countries and sectors with a tradition of work-based learning firms have much tacit knowledge (as many employers used to be apprentices themselves) and there is a surrounding infrastructure, such as training for trainers and instructional resources. Developing the infrastructure and enhancing firms’ ability to manage work-based learning is a big job, but well worth the effort and not just for those involved in a work-based learning scheme. Keeping a workplace up-to-date means dealing with new machines, materials and software, so firms that know how to support learning while getting on with productive activities will have a competitive edge.

When Queen Elizabeth I put down her feather, the law she signed remained in place for 250 years. Today policy and practice regarding work-based learning changes much more rapidly – but the main challenge of getting the design of work-based learning schemes right remains just as important as it was in her day.
